
This list of NGVA Europe'e Political Postulations reflects the main messages of the European NGV related industry, which we would like to transmit to the EU legislative bodies, in order to recognise the numerous environmental and economic benefits that NG/biomethane can offer, as the only real alternative to oil derived fuels in the transport sector:

Considering the empiric environmental and economic benefits of natural gas, special CO2 fleet average credits for OEMs producing NGVs need to be introduced, in order to promote the offering and marketing of NGVs.

Due to the much lower emission values of other pollutants like NOx, PM, etc, when using compressed NG/biomethane powered vehicles, natural gas should be promoted as the recommended urban fuel.

A common European promotion policy for Bio-CNG (via taxation or quota trading scheme) should be introduced.

Common rules for allowing biomethane injection into the gas grid Europe-wide must be set (only 7 countries are feeding in so far). NGVA Europe Position Paper "Biomethane - The renewable natural gas" shows that setting a 10% target for all European member states in 2020 is technically feasible and can be met by available biomass resources.

CO2 avoidance potential of biomethane when injected into the gas grid (biomass as a feedstock burns CO2 neutral) should be taken into account. E.g. 10% biomethane share in the NG grid would give 10% credit on CO2 emission. In this light, a revision of EU directives 2009/33/EC (Promotion of clean vehicles), 1999/94/EC and 2003/73/EC (CO2 consumer information, "efficiency label") is necessary.

European JRC Well-to-Wheels study group should be expanded for stakeholders of methane fuels, for ensuring a broader basis for a common WTW methodology.

Infrastructure investment costs must be reflected in the revision of energy taxation directive 2003/96/EC, thus a special technology bonus in the energy tax system should be considered.

A revision and comparison between the EU investments on different fuel technologies in the past years should be carried out, in order to evaluate the costs/benefits of promoting one alternative or another.

NG/biomethane is the only real alternative to reduce dependency on oil derived fuels, since it can be used in cars, urban heavy vehicles (trucks and buses), medium and long distance road transport, ships and trains with an already existing and well proven technology. Battery electric vehicles can only offer a partial solution to small urban cars or small urban buses.

CNG - Compressed Natural Gas
LNG - Liquefied Natural Gas
NGV - Natural Gas Vehilce
NG/biomethnane - Natural Gas and biomethane as a fuel
Bio Natural Gas (Bio-CNG) - Mixture of Natural Gas and Biomethane with up to 100 %
Note: When NGVA Europe uses the terms CNG (Compressed Natural Gas) or LNG (Liquefied Natural Gas), this always and automatically also comprehends compressed or liquefied biomethane. But to simplify matters, NGVA Europe mostly makes reference to the commonly used terms CNG and LNG only. The European Emission Regulation (EC) No 692/2008 issued on July 18, 2008, consequently uses the term NG/biomethane when describing the fuel used in NGVs (Natural Gas Vehilces). NGVA Europe follows the same principle.
