The Moscow city council issues a resolution on measures to promote CNG as a motor fuel in the Russian capital

In June 2010 the city council of Moscow has passed the Resolution # 553-ПП "State of the Works and Further Measures to Promote the Use of Compressed Natural Gas as a Motor Fuel for the Automotive transport of Moscow". 

This is an important Resolution as it opens the way for broad introduction of CNG in Moscow. The key points are:

  • Social facilities (hospitals, kindergartens, schools) shall be served by Euro-4 vehicles or CNG vehicles.
  • Electric and CNG powered vehicles will be exempt from the ban to enter the central area of Moscow and resticted traffic zones.
  • Communal vehicles in the central area of Moscow shall only use alternative fuels (CNG, electric).
  • Multifuel filling stations in Moscow, where CNG accounts for no less than 30% of the overall fuel sales, to companies with commercial vehilces, where no less than 50% of the fleet are vehicles powered by alternative fuels (CNG and electric power) may be eligable for land tax relief for a period of 5 years.
  • Six Moscow bus companies will be using CNG.
  • 21 sites are approved for construction CNG filling stations.
  • Filling stations without CNG options will not be allowed in Moscow.
  • Moscow Law on the Use of Alternative Transportation Fuels will be developed.
  • Government of Moscow intends to begin OEM production of NGVs in the city.
  • Moscow NGVs will be used to serve Olympic Games in Sochi.
  • Biomethane from sewage water and landfills will be produced in Moscow.

NGVRUS president, Eugene Pronin, judged this Resolution a promising document that may attract good investment.

Areas for potential investment are:

- Building CNG/LNG filling stations;
- Assembly / construction of OEM NGVs;
- Manufacturing high pressure cylinders;
- Setting up transportation companies (taxis, buses, trucks) that use NGVs.

Responsibility for rolling out the implementation and operation of the project, including development of associated infrastructure, has been allocated to the Department of Transport and Communications of Moscow.

NGV - Natural Gas Vehilce

NG/biomethnane - Natural Gas and biomethane as a fuel

Note: When NGVA Europe uses the terms CNG (Compressed Natural Gas) or LNG (Liquefied Natural Gas), this always and automatically also comprehends compressed or liquefied biomethane. But to simplify matters, NGVA Europe mostly makes reference to the commonly used terms CNG and LNG only. The European Emission Regulation (EC) No 692/2008 issued on July 18, 2008, consequently uses the term NG/biomethane when describing the fuel used in NGVs (Natural Gas Vehilces). NGVA Europe follows the same principle.
